Youth and Family Services

The Youth and Family Services Division of Outagamie County partners with children, youth, and families to promote safety, stability, and healthy development. Services emphasize prevention and early support, with more intensive, wraparound services available when needed, including strengths-based supports provided through the Division’s Out-of-Home Care Unit when children cannot safely remain in their homes. Division staff work collaboratively with families and community stakeholders to build on family strengths, connect families with individualized resources, support safe and timely reunification, and reduce the need for ongoing system involvement.

Shelter Care

Outagamie County Shelter Care is a non-secure facility, licensed by the State of Wisconsin to provide short-term care and supervision for up to 17 residents, aged 10-17.  Placements are made exclusively through Child Protective Services or Youth Justice Services.

If your child is having ongoing behavior concerns, making unsafe choices, or getting into trouble at home, school, or in the community, Outagamie County Health & Human Services can help connect you to resources through our Youth and Family Services Division.

Our team works with families to:

  • Understand what’s going on
  • Identify strengths and needs
  • Connect you with services and support
  • Help prevent situations from becoming more serious
