2026 County Highway Construction and Paving Project Updates as of 6/26/2026

CTH A

A - CTH JJ East to CTH JJ West - Town of Grand Chute

Project Description

This project will improve the existing asphaltic surface by placing an asphalt leveling layer and asphalt overlay for this segment of highway. The paved shoulder will also be widened to current County standards. Culverts and other roadway appurtenances may also be improved, replaced, or upgraded to current standards.

Project Status

Milling and paving of the asphalt pavement was completed in mid-October. Crews are scheduled to complete shouldering, guardrail replacement, and final finishing operations in early November.

Traffic Impacts

County A remains open to traffic. Remaining work will be completed utilizing flagging operations and/or shoulder closures. 

CTH C

CTH E to CTH J Town of Freedom

Project Description

This project will improve the existing asphalt surface by profile milling and installing a new asphalt overlay for this segment of highway. Culverts and other roadway appurtenances are also being improved, replaced, or upgraded to current standards.

Project Status

Construction is scheduled to begin in late summer 2026.

Traffic Impacts

County C is anticipated to remain open to traffic during resurfacing operations utilizing flagging operations 

CTH CB

CB - WIS 15 to CTH JJ - Village of Greenville and Town of Grand Chute

Project Description

Outagamie County conducted an engineering study to evaluate potential alignments for the extension of County CB from WIS 15 to County JJ. The planning, design, construction and maintenance of roadways within the community is a critical component of safe and efficient travel, smart growth planning, and economic development.

Project Status

Recommended alignment was presented to the public in June 2021. Presentations were made to local officials in September 2021. Mapping of the proposed corridor is under consideration by each municipality.

CTH CE and Fieldcrest Drive Intersection City of Kaukauna

Project Description

This project includes the design and construction of intersection improvements at Fieldcrest Drive. The existing intersection has experienced a high number of serious crashes that has led to the need for improvements to improve safety. It is anticipated that the proposed improvement will consist of a modified Reduced Crossing U-Turn (RCUT) intersection. Federal funding has been awarded through the Highway Safety Improvement Program (HSIP) to support the project.

Project Status

Design and engineering for this intersection is underway with construction currently scheduled for 2028. A Public Involvement Meeting will be held in summer 2026 to gather comments about the proposed improvements.

CTH EE

CTH EE - STH 55 to Brown County line Towns of Oneida

Project Description

This project will improve the existing asphaltic surface by placing an asphalt leveling layer and asphalt overlay for this segment of highway. The paved shoulder will also be widened to current County highway standards. Culverts and other roadway appurtenances may also be improved, replaced, or upgraded to current standards.

Project Status

Culvert replacements are currently being completed with roadway resurfacing currently scheduled for 2027.

Traffic Impacts

Drivers may encounter short-term daytime road closures to allow for culvert replacements to occur.

County EE is anticipated to remain open to traffic during resurfacing operations utilizing flagging operations.

F - CTH I to STH 47 Town of Maine

Project Description

This project will improve the existing asphaltic surface by reclaiming, regrading, and installing a new asphalt pavement for the segment of highway located west of Nichols. A asphalt levelling layer and asphalt overlay is programmed for the highway segment east of Nichols with milling and an overlay programmed within the village limits. Culverts and other roadway appurtenances will also be improved, replaced, or upgraded to current standards.

Project Status

Portions of the project may begin as early as 2027 and continue into 2028 based upon available funding.

Traffic Impacts

The roadway segment west of Nichols (CTH I to Shioc River) is anticipated to be closed to traffic during construction with a detour route posted. The segment east of Nichols (Shioc River to STH 47) is anticipated to remain open to traffic during resurfacing operations utilizing flagging operations.

G - Isaar Road to CTH Y - Town of Seymour

Project Description

This project is for the design, right-of-way, and future reconstruction of this segment of highway. Associated improvements will include lowering the roadway profile to allow for a wider paved surface and shoulders. Culverts and other roadway appurtenances will also be improved, replaced, or upgraded to current standards.

Project Status

Reconstruction and surface paving are complete. Final finishing work is underway and set to be completed later this summer.

Traffic Impacts

County G will be closed to through traffic during construction with local access maintained. A signed detour will be posted and utilizes WIS 55, County VV, and County Y.

JJ - CTH A to WIS 47 - Town of Grand Chute

Project Description

This project is for the design, right-of-way and future reconstruction of County JJ to an urban cross section. Current and planned development in the area has prompted the need for reconstruction to improve safety & operational efficiency, improve drainage, and provide multimodal accommodation. This project also includes utility improvements for the Town of Grand Chute and replacement of the existing railroad crossing located east of Wren Drive.

Project Status

A preliminary design was presented to the public in summer of 2025. Outagamie County was recently notified of the award of federal funding through the STP-Urban local program. Design has currently paused in order to allow for the project to be scheduled into the WisDOT program.

JJ - (OLD STH 15) Givens Road to Greendale Road - Village of Hortonville

Project Description

This project will reconstruct portions of the roadway and replace the existing pavement through the Village of Hortonville upon completion of a jurisdictional transfer of former WIS 15.

Project Status

An all-way stop condition was put into effect at the intersections of County JJ (Old WIS 15) & Mill Street and County JJ & Nash Street in late 2023. Preliminary designs were presented to the public in early March and downtown business owners in May in order to confirm the typical cross section. Construction is currently scheduled to begin in 2026.

Project Description

This project is for the design, right-of-way, and future replacement of the bridge structure to current standards upon completion of a jurisdictional transfer of former WIS 15.

Project Status

Preliminary design and hydraulics analysis is complete, including determination of initial right-of-way impacts. Development of the right-of-way plat is underway which will be followed by acquisition. Construction is currently scheduled for 2026.

KK - B-44-003 Bridge over Kankopot Creek Town of Buchanan

Project Description

This project is for the design, right-of-way, and replacement of existing bridge B-44-003 over Kankopot Creek. In addition, approach pavements, culverts, and other roadway appurtenances may also be improved, replaced, or upgraded to current standards.

Project Status

Reconstruction of the bridge was completed in late October under a let contract. County crews are currently completing approach reconstruction and placement of the asphalt pavement with guardrail placement and final finishing items to follow.The project is currently anticipated to be complete in mid November.

Traffic Impacts

County KK is currently closed to thru traffic with local access maintained.A signed detour has been posted and utilizes WIS 55, County CE, and County GG.

N - CTH KK to CTH CE - Town of Buchanan

Project Description

This project is for design, right-of-way, and ultimate reconstruction of this segment of County N. A 3-lane urbanized pavement section is planned as well as expanding the existing Emons/Buchanan Rd roundabout in order to improve capacity and safety. Federal funding has been awarded through the STP-Urban program.

Project Status

Right-of-way acquisition and utility coordination are currently ongoing. Utility relocations are currently scheduled to occur throughout 2024 and 2025. Roadway reconstruction has been rescheduled to occur in 2026 (previously 2025). Impacted property owners should expect to receive correspondence in late October that provides an update on the status of right-of-way acquisition and next steps.

Traffic Impacts

During future roadway reconstruction, County N will be closed to thru traffic during construction with local access maintained. A signed detour will be posted and is anticipated to utilize County KK, WIS 55, and County CE. There may be additional traffic impacts related to utility relocation prior to the roadway reconstruction in 2026.

OO - Richmond Street (STH 47) to 750-ft E. of Meade Street - City of Appleton, Town of Grand Chute

Project Description

This project will improve the existing concrete pavement by making spot joint repairs and concrete panel replacements for this segment of highway. Culverts and other roadway appurtenances may also be improved, replaced, or upgraded to current standards.

Project Status

A portion of the project has been awarded for construction. Construction is currently underway between Ballard Road and Meade Street with a few additional spot repairs located between Ballard Road and Conkey Street.

Traffic Impacts

County OO is currently closed to traffic between Meade Street and Park Drive Lane.
A signed detour is posted and utilizes County E (Ballard Road), I-41, and WIS 47 (Richmond Street). Local access is being maintained between Park Drive Lane and Ballard Road. Thru traffic along County OO is suggested to follow the detour in order to avoid travel delays.

PP - WIS 54 to WIS 54 - Towns of Center, Black Creek

Project Description

This project will improve the existing asphaltic surface by placing an asphalt leveling layer and asphalt overlay for this segment of highway. The paved shoulder will also be widened to current County standards. Culverts and other roadway appurtenances may also be improved, replaced, or upgraded to current standards.

Project Status

Asphalt resurfacing and major work items have been completed.Final finishing and sign replacements are anticipated to be completed in early November and will complete the project. A portion of the project is currently being utilized as part of a planned detour of WIS 47 under a WisDOT project.

Traffic Impacts

County PP remains open to traffic. Remaining work will be completed utilizing flagging operations and/or shoulder closures. 

CTH U

U - County S to County EE - Town of Oneida, Brown County

Project Description

This project is for the design, right-of-way, and future rehabilitation of this segment of County U. The associated improvements are anticipated to include pavement replacement, spot regrading, drainage and safety improvements, widening the shoulder to current standards, and improving, replacing, or upgrading roadway appurtenances to current standards.

Project Status

Preliminary design is complete. A Public Involvement Meeting was held in late May with materials available on the project website. Development of the right-of-way plat is underway. Right-of-way acquisition and final design will follow. Construction is currently scheduled to begin in 2026 and may be completed over multiple seasons.

Traffic Impacts

During construction, the project area will be closed to through traffic. A signed detour will be posted, and is likely to utilize County S, County J, County E, and County EE.

VV - Isaar Rd to CTH Y - Town of Seymour

Project Description

This project will lower the roadway profile to allow for a wider paved surface and shoulders. The roadway will be pulverized, regraded, and a new asphaltic pavement will be placed. Other spot improvements are also anticipated.

Project Status

Roadway reconstruction, placement of the lower lift of asphalt pavement, and final restoration was completed in 2023. Crews are currently investigating and addressing areas of unstable base material throughout the project.

Traffic Impacts

County VV is currently open to traffic.

CTH Z

Z - County ZZ to Outagamie Rd - Town of Buchanan

Project Description

This project is for design, right-of-way, and ultimate reconstruction of County Z to current County highway standards. Federal funding has been awarded through the STP-Rural program for the eastern portion with the western portion being locally funded. Both segments will be combined into a single project for construction.

Project Status

Final design and right-of-way acquisition are complete.Utility relocation and adjustment is currently scheduled to begin in fall 2024 and continue until roadway reconstruction in 2025.Roadway reconstruction will occur throughout the 2025 season.

Traffic Impacts

County Z will be closed to thru traffic during construction with local access maintained. A signed detour will be posted and is anticipated to utilize WIS 55, County CE, and Brown County D.
