The Board meets for the Annual Reorganization Meeting, pursuant to Section 59.03, Wisconsin Statutes, and is called to order by Chairperson Nooyen at 4:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

Roll Call of the Board of Supervisors. Board Chairperson requests the Board's confirmation regarding excused members.

  • Resolution No. 1—2023-24(PDF, 13MB) – Health and Human Services Committee. Approve the County Veterans Service Office to accept and expend ARPA grant funding from the Wisconsin Department of Veterans Affairs for $19,178, to increase the service capacity of the current County Veterans Service Office / Tribal Veterans Service Office, and increase the Veterans Service line items, Veterans WI DOA ARPA Grant and Purchased Services by $19,178 each, as noted on the attachments.
  • Resolution No. 2—2023-24(PDF, 366KB) – Public Safety Committee. Public Safety Committee. Approve the Criminal Justice Treatment Services (CJTS) to accept and expend an unsolicited donation of $245, and increase the CJTS line items for Miscellaneous – Donations and Veterans Court by $245 each, as detailed on the attached fiscal note.
  • Resolution No. 3—2023-24(PDF, 8MB) – Finance Committee. Approve all excess or deficiency of revenues over/under expenditures and unexpended appropriations of the various accounts reverting back to the County’s General Fund or from the General Fund as of December 31, 2022, except for Highway, County Road & Bridge and Highway Project Related Capital Project Funds, and as noted in the resolution and attachments.
  • Resolution No. 4—2023-24(PDF, 1MB) – Legislative/Audit and Human Resources Committee. Approve to support pending legislation that broadens the definition of “sexual contact” for the purposes of crimes against children and the crime of sexual assault.
  • Resolution No. 5—2023-24(PDF, 1MB) – Property, Airport, Recreation and Economic Development Committee. Approve to transfer $20,000 from the Small Department Vacation/Sick Leave Payout fund to the following line items: County Parks System Salaries by $15,000 and Fringe Benefits by $5,000, and increase the General Funds Applied, Fund Balance Applied by $20,000, and decrease the General Fund, Committed Fund Balance for Small Depts Vac/Sick Payouts by $20,000, and increase the General Fund, Fund Balance Unassigned by $20,000, as noted on the resolution and attachments.
  • Resolution No. 6—2023-24(PDF, 3MB) – Finance Committee. Approve all excess or deficiency of revenues over/under expenditures and unexpended appropriations of the various accounts reverting back to the County’s General Fund or from the General Fund as of December 31, 2022, for the Highway, County Road & Bridge and Highway Project Related Capital Project Funds, except as noted on the resolution and attachments.
  • Resolution No. 7—2023-24(PDF, 2MB) – Finance Committee. Approve of entering into the attached Memorandum of Understanding with New North, Inc., to provide support for the Public Service Commission (PSC) Broadband, Equity, Access and Deployment (BEAD) Local Planning Grant project (as noted on the resolution), and approve of the Development and Land Services Office to accept and expend $10,000 in BEAD Local Planning Grant funding, and approve the following line items: increase the Development and Land Services, Miscellaneous by $10,000 and decrease the General Fund Surplus, Fund Balance Applied by $10,000, as noted on the resolution and attachments.
