The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

  • Resolution No. 16—2023-24(PDF, 380KB) – Property, Airport, Recreation and Economic Development Committee. Approve to allow the County Highway Department to perform paving and related work at Plamann Park; various paving, earthwork and site prep items at the Appleton International Airport; and other work for internal County departments in calendar year 2023 when deemed cost effective and beneficial to county operations without requesting bids on projects that will exceed $25,000, with no budget adjustment needed, as noted on the attached fiscal note.
  • Resolution No. 17—2023-24(PDF, 6MB) – Finance Committee. Consideration of Initial Resolution Approving Revenue Bond Financing for Bug Tussel 1, LLC, Bug Tussel 2, LLC or a Related Limited Liability Entity. Information with respect to the job impact of the project will be available at the time of consideration of the Resolution.
  • Resolution No. 18—2023-24(PDF, 3MB) – Health and Human Services Committee. Approve of the Department of Health and Human Services to submit an application to the State of Wisconsin to move to a stand-alone Aging and Disability Resource Center (ADRC) with shared services with Calumet County where economically and geographically feasible for ADRC operations beginning January 1, 2024, with budget changes to be included in the 2024 budget (as noted on the attachments); and approve the Department of Health and Human Services to restructure the existing Aging Advisory Committee to meet the requirements to serve as the ADRC Advisory Committee beginning in calendar year 2024.
  • Resolution No. 19—2023-24(PDF, 659KB) – Highway, Recycling and Solid Waste Committee. Approve of the County Highway Department to create a project for I-41 Traffic Management Planning in order to hire an external consultant to obtain an unbiased evaluation of the important corridors and intersections that run adjacent to I-41, and increase the I-41 Traffic Management line items by $250,000 each for HWY-Intra County and Operating Expenses; decrease the Culvert Replacement Program line items by $250,000 each for HWY-Intra County and Operating Expenses, as noted on the attached fiscal note.
  • Resolution No. 20—2023-24(PDF, 26MB) – Property, Airport, Recreation and Economic Development Committee and Highway, Recycling and Solid Waste Committee. Approve to accept the attached 2023 Outagamie County Facilities and Land Use Plan for the Outagamie County Department of Recycling and Solid Waste and Highway Department.
  • Resolution No. 21—2023-24(PDF, 2MB) – Property, Airport, Recreation and Economic Development Committee and Legislative/Audit and Human Resources Committee. Approve the attached Administrative Rule 2023-03 which amends the Outagamie County Public Works Project Administration for Projects under $1,500,000, and this rule shall be numbered 2023-03 and will be on file in a manual entitled “Outagamie County Administrative Rules” in the Outagamie County Clerk’s Office.
  • Resolution No. 22—2023-24(PDF, 3MB) – Property, Airport, Recreation and Economic Development Committee and Legislative/Audit and Human Resources Committee. Approve the attached Administrative Rule 2023-04 which amends the Outagamie County Public Works Project Administration for Projects over $1,500,000, and this rule shall be numbered 2023-04 and will be on file in a manual entitled “Outagamie County Administrative Rules” in the Outagamie County Clerk’s Office.
  • Resolution No. 23—2023-24(PDF, 12KB) – Property, Airport, Recreation and Economic Development Committee. Approve of renaming the “Small Shelter” at Plamann Park the “Roblee Shelter” in honor of Greg Roblee, a team member who has made a difference in Outagamie County.
  • Ordinance No. A—2023-24(PDF, 4MB) –Property, Airport, Recreation and Economic Development Committee and Legislative/Audit and Human Resources Committee. Amend Chapter 22 of the County Code of Ordinances, Finance and Taxation, as pertains to Public Works Projects, as noted on the Ordinance.

Approve to disallow the claim submitted by The Jeff Scott Olson Law Firm representing Mr. Navtej Bhandari, on file in the County Clerk’s Office, that no action of this claim may be brought against the County or any of its officers, officials, agents, or employees after six months from the date of service of this notice.
