Public Participation – Pursuant to Chapter 2, Section 2-49 Rule 6 – Appearance of Non-Board Members, of the Outagamie County Code of Ordinances, “Public participation is limited to Outagamie County residents, employees and owners of businesses in Outagamie County, Outagamie County employees, or Outagamie County property taxpayers. Participation is limited solely to only matters listed on the agenda and for a total of 15 minutes, which may be extended to 30 minutes at the discretion of the Chair. Individual speakers are limited to three minutes per speaker.”

  • Resolution No. Z-1—2024-25(PDF, 615KB) – Agriculture, Extension Education, Zoning and Land Conservation Committee. Approve the rezone request for Russell Obermeier, parcel 101086305, from the Local Commercial District to the R-5 Multifamily Residence District, in the Town of Grand Chute, as noted on the attached review and map.
  • Resolution No. Z-2—2024-25(PDF, 920KB) – Agriculture, Extension Education, Zoning and Land Conservation Committee. Approve to recommend denial of the rezone request, outlined in the attached County Rezoning Review and Recommendation report, as required by §59.69(5)(e)4 Wis. Stats., for applicants Chad Reader and Chad Calmes, owners Glen & Cheryl Sprangers, for parcels 200021800, 200021801, 200021802, and 200021803, proposed rezoning from the General Agriculture District to the Industrial District, in the Town of Vandenbroek, as noted on the attached review and map.
  • Resolution No. Z-3—2024-25(PDF, 60MB) – Agriculture, Extension Education, Zoning and Land Conservation Committee. Approve the Town Zoning Code Text Amendment for the Town of Buchanan which will repeal the entirety of the Town’s zoning code text, and replace it with all new language, while preserving the existing zoning map, as noted on the attached staff review and Town Ordinance No. 2024-01.
  • Resolution No. 2—2024-25(PDF, 471KB) – Agriculture, Extension Education, Zoning, and Land Conservation Committee. Approve the Land Conservation Department to accept and expend an $18,000 grant from the University of Wisconsin-Green Bay to provide assistance in designing and installing monitoring infrastructure at the Heart of the Valley Sediment Basin and one additional planned agricultural treatment system, and increase the following line items in the Land Conservation Grants (2100400) cost center: Misc Revenue by $18,000; Salary by $2,000; Fringe by $1,000; Supplies by $7,500; and Purchased Services by $7,500, as noted on the attached fiscal note.
  • Resolution No. 3—2024-25(PDF, 12MB) – Finance Committee. Approve to go on record to support the Village of Combined Locks Territory Amendment #1 to Tax Incremental District (TID) No. 3 as detailed in the attached document dated May 7, 2024; and recommend that the representative of Outagamie County on the Village of Combined Locks TID Board of Review vote in favor of the amendment.
  • Resolution No. 4—2024-25(PDF, 804KB) – Health and Human Services Committee. Approve the Health and Human Services Public Health Department to apply for, accept and expend the Community Vision Fund Grant for $10,000 to be used to equip members of the community with the resources needed to provide well-being support, and for the line items of Community Health Revenue – Miscellaneous increase by $10,000 and decrease the Community Health Advertising – Promotion by $10,000, as noted on the attached fiscal note.
  • Resolution No. 5—2024-25(PDF, 367KB) – Property, Airport, Recreation and Economic Development Committee. Approve to transfer $45,000 from the line items of Various Capital Projects (cost center 4661100.6000) to the Various Capital Projects (cost center 4640600.0000) in order to modernize elevators 1, 2, 5, and 7 in the Justice Center, as noted on the attached fiscal note.
  • Resolution No. 6—2024-25(PDF, 6MB) – Property, Airport, Recreation and Economic Development Committee. Approve an Access Agreement made by and between the State of Wisconsin Department of Natural Resources and Tony J. Farley and Stacey L. Farley for permission to cross the former railroad corridor of Wisconsin Central, Ltd., known as the “Newton Blackmour State Trail” on Parcel Number 190056500 in the Town of Seymour; as noted on the attachments.
  • Resolution No. 7—2024-25(PDF, 12KB) – Public Safety Committee. Authorize and approve of the “Outagamie County Hazard Mitigation Plan 2024-2029(PDF, 10MB)” as an official plan and revisions to meet the Plan approval requirements after adoption will not require Outagamie County to re-adopt any further iterations of the Plan and that subsequent plan updates following the approval period for this Plan will require separate resolutions.
  • Resolution No. 8—2024-25(PDF, 9MB) – Finance Committee. Authorize and approve of all excess or deficiency of revenues over/under expenditures and unexpected appropriations of the various accounts reverting back to the County’s General Fund or from the General Fund as indicated in the attached fiscal note and Summary of 2023-2024 Revolving Funds, with the exception of those expenses, revenues or transfers, as noted in the resolution and attachments.

Closed Session Pursuant to Section 19.85(1)(g) WIS Stats. For the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved regarding prepayment of public bonds.
