The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 7:00 p.m. by teleconference.

Roll Call of the Board of Supervisors. Board Chairperson requests the Board's confirmation regarding excused members.

Public Participation is limited to only matters listed on the agenda and for a total of fifteen minutes which may be extended to 30 minutes at the discretion of the Chair – Individual speakers are limited to three minutes per speaker. Per County Board Rule 2-45(7) In the event the Board Chair determines that a virtual county board meeting is necessary, members of the public wishing to speak must register with the Legislative Services Office by 5:00 p.m. on the day of the county board meeting.   • Resolution No. 87—2023-24(PDF, 701KB) – Finance Committee. Authorize and approve decreasing the following Financial Services line items: Salaries by $100,000; Fringes by $50,000; Travel/Training by $7,000; Supplies by $4,000; and increasing the following Financial Services line items: Miscellaneous Revenue by $45,000; Purchased Services by $330,000, and decreasing the Reserve for Contingency Purchased Services line item by $124,000, for consultant contracts and staff vacancies in the Financial Services Department, as detailed on the attached fiscal note.
  • Resolution No. 88—2023-24(PDF, 5MB) – Finance Committee. Approve the sale of In-Rem Tax Foreclosure property Parcel ID Number 325021200, City of Kaukauna “as is” in the amount of $372.36, with no budget adjustment necessary as the funds have already been budgeted in the appropriate cost center as detailed in the attached fiscal note and Agreement between Outagamie County and the City of Kaukauna.
  • Resolution No. 89—2023-24(PDF, 15KB) – Legislative/Audit and Human Resources Committee. Authorize and approve that all Outagamie County employees who leave their residence to serve or will serve in the uniformed services, regardless of length of employment or part-time or full-time status, will earn all vacation allotment and sick leave accrual benefits while on military leave of absence that they would normally earn as a working employee of Outagamie County, regardless of department.
  • Resolution No. 90—2023-24(PDF, 8MB) – Legislative/Audit and Human Resources Committee. Approve the full-time position deletions of one Mental Health Treatment Court Coordinator and one Case Manager and the full-time position creation of one Treatment Court Coordinator, effective January 14, 2024, for the Criminal Justice Treatment Services Department, with no budget adjustment required, as noted on the attachments.
  • Resolution No. 91—2023-24(PDF, 759KB) – Property, Airport, Recreation and Economic Development Committee. Authorize and approve the line items of transferring $14,000 from the Reserve for Contingency Purchased Services to the Nature Center Purchased Services, used for roof repairs at the Mosquito Hill Nature Center, as detailed in the attached fiscal note.
  • Resolution No. 92—2023-24(PDF, 3MB) – Public Safety Committee. Approve to enter into a new Intergovernmental Agreement with Calumet County which authorizes the Outagamie County Family Court Services Department to conduct custody evaluations for Calumet County and charge a fee for completion of the evaluation, with no fiscal impact to the 2024 budget as the estimated revenues are already included in the budget, as noted on the attached Intergovernmental Agreement and the fiscal note.
  • Ordinance No. L—2023-24(PDF, 12KB) – Legislative/Audit and Human Resources Committee. Approve to amend the Outagamie County Board Rules language in Section 2-20(c), Meetings of the County Board, to change the meeting schedule from the second Tuesday to the fourth Tuesday in the months of June, July, and August.
