The Board meets pursuant to adjournment, and is called to order by Chairperson Gabrielson at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

Public Participation - Pursuant to Chapter 2, Section 2-49 Rule 6 – Appearance of Non-Board Members, of the Outagamie County Code of Ordinances, “Public participation is limited to Outagamie County residents, employees and owners of businesses in Outagamie County, Outagamie County employees, or Outagamie County property taxpayers. Participation is limited solely to only matters listed on the agenda and for a total of 15 minutes, which may be extended to 30 minutes at the discretion of the Chair. Individual speakers are limited to three minutes per speaker.”

- Ordinance No. Z-10—2024-25(PDF, 773KB) – Agriculture, Extension Education, Zoning, and Land Conservation Committee. Approve to adopt the petition of Carow Land Surveying Company, Inc., applicant on behalf of Dustin & Dylan Handschke, owners, to rezone a portion of tax parcel 070061500 from Exclusive Agricultural to General Agricultural in the Town of Deer Creek, as depicted on the attached review and map.
- Resolution No. 125—2024-25(PDF, 2MB) – Highway, Recycling and Solid Waste Committee. Authorize the Highway Commissioner to enter into a State/Municipal Financial Agreement for the Buchanan Road Overpass reconstruction project and associated Community Sensitive Design elements, as noted on the attached State/Municipal Financial Agreement for a State-Let Highway Project, and authorize funding for the county share of the project costs, estimated to be $21,524.84, included in the budget, as noted on the attached fiscal note.
- Resolution No. 126—2024-25(PDF, 259KB) – Property, Airport, Recreation and Economic Development Committee. Approve to endorse Cellcom’s application for Broadband, Equity, Access, and Deployment (BEAD) funding to bring fiber to 2,544 eligible Broadband Serviceable Locations in Outagamie County, and endorse the application of Cellcom for BEAD funding to support their broadband infrastructure project in Outagamie County.
- Resolution No. 127—2024-25(PDF, 259KB) – Property, Airport, Recreation and Economic Development Committee. Approve to endorse Brightspeed’s application for Broadband, Equity, Access, and Deployment (BEAD) funding to bring fiber to 2,544 eligible Broadband Serviceable Locations in Outagamie County, and endorse the application of Brightspeed for BEAD funding to support their broadband infrastructure project in Outagamie County.
- Resolution No. 128—2024-25(PDF, 657KB) – Public Safety Committee. Approve the District Attorney’s Office to accept and expend a $999 Wisconsin Victim Witness Professional Association Grant for comfort room items as noted on the attached WVWP Grant – Victim Comfort Room Items document, and increase the District Attorney line items of Intergovernmental Revenue by $999 and Supplies by $999, as noted on the attached fiscal note.
- Resolution No. 129—2024-25(PDF, 2MB) – Public Safety Committee. Authorize and approve the various budget transfers in the 2024 Sheriff’s Office budget as detailed on the attached fiscal note and Outagamie County Sheriff’s Office 2024 Budget Transfers Worksheet.
