The Board meets pursuant to adjournment, and is called to order by Chairperson Gabrielson at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

Public Participation – Pursuant to Chapter 2, Section 2-49 Rule 6 – Appearance of Non-Board Members, of the Outagamie County Code of Ordinances, “Public participation is limited to Outagamie County residents, employees and owners of businesses in Outagamie County, Outagamie County employees, or Outagamie County property taxpayers. Participation is limited solely to only matters listed on the agenda and for a total of 15 minutes, which may be extended to 30 minutes at the discretion of the Chair. Individual speakers are limited to three minutes per speaker.”

- Resolution No. 40—2024-25(PDF, 470KB) – Agriculture, Extension Education, Zoning, and Land Conservation Committee. Approve the Land Conservation Department to accept and expend $108,575 Reserve Funds from the Wisconsin Department of Agriculture, Trade and Consumer Protection as a landowner cost sharing project at Olson’s Best Dairy waste storage project site; and increase the line items of Cost-Share for the Land Conservation Grant and Landowner Payment by $108,575 each, as noted on the attached fiscal note.
- Resolution No. 41—2024-25(PDF, 3MB) – Highway, Recycling and Solid Waste Committee. Authorize the County Highway Commissioner to enter into a State/Municipal Financial Agreement for the I-41 salt shed project, as noted on the attached State/Municipal Financial Agreement for a State-Let Highway Project, and the county share of the project costs to be included in future budgets, as noted on the attached fiscal note.
- Resolution No. 42—2024-25(PDF, 4MB) – Highway, Recycling and Solid Waste Committee. Authorize the Highway Commissioner to enter into a State/Municipal Financial Agreement for the County J interchange improvement project, as noted on the attached State/Municipal Financial Agreement for a State-Let Highway Project, and the county share of the project costs to be included in future budgets, as noted on the attached fiscal note.
- Resolution No. 43—2024-25(PDF, 7MB) – Highway, Recycling and Solid Waste Committee. Authorize the Highway Commissioner to enter into a State/Municipal Financial Agreement for the County U interchange and I-41 mainline improvement projects, as noted on the attached State/Municipal Financial Agreement for a State-Let Highway Project, and the county share of the project costs to be included in future budgets, as noted on the attached fiscal note.

Approve the County Department of Health and Human Services to solicit for donations from the community for the programs listed on this resolution and the attached Solicitation of Donations Policy and Procedure and Record of Donation Form that shall be used by all Department of Health and Human Services units, divisions, and programs within the department.
- Resolution No. 46—2024-25(PDF, 2MB) – Legislative/Audit and Human Resources Committee. Approve an in-year Table of Organization request to add two (2) part-time Driver positions and reclassify one (1) full-time Maintenance Lead position, effective September 8, 2024, for Brewster Village, with no budget adjustment needed, as noted on the attachments.
- Resolution No. 47—2024-25(PDF, 2MB) – Property, Airport, Recreation and Economic Development Committee. Authorize granting We Energies an easement for the area described as strips of land twelve feet in width, being part of the Grantor’s land for parcels 311931406, 311931411, and 311931410, in the City of Appleton (Plamann Park); as shown on the attached Distribution Easement Underground and Temporary Exhibit A.
- Resolution No. 48—2024-25(PDF, 194KB) – Legislative/Audit and Human Resources Committee. Approve transferring $5,600 from the Human Resources Salaries line item to the Human Resources Capital Outlay line item to upgrade chairs and the department conference room for video conference capabilities, as noted on the attached fiscal note.
